Photo date and uniform query

Hi,
A quick and easy one for you all I hope!

Attched is my GG Grandfather Laban George Goodger b.1865. Stoker/chief stoker from mid 1880s until about 1903 then RNR for WW1.

Looking for a date for the picture if possible and wondered about the uniform he's wearing - I can't find the style anywhere...is it a dress uniform?

He is wearing a Chief Petty Officers uniform, so it would have been when he was a Chief Stoker.  Lower deck doesn't have a 'dress uniform; he would have referred to it as Number One dress or simply No.1's

Thanks, he was made Chief in 1897 so probably taken around then.
